Backflow Testing in Fort Collins: Your Water Provider Isn't the City

Elevation Fire Protection

Property managers who assume “Fort Collins Utilities” handles every backflow requirement in Fort Collins are wrong more often than you’d expect. Depending on where your building sits, your fire line’s backflow program might actually be run by a water district with its own rules, its own deadlines, and its own contact number, and the city has nothing to do with it. It’s one more item on the annual compliance calendar alongside your NFPA 25 inspections and testing.

Fort Collins Has Four Water Providers, Not One

Unlike Denver or Boulder, where a single utility covers essentially the whole city, water service inside Fort Collins city limits is split among several providers. Fort Collins Utilities covers roughly 35 square miles of the city itself. The Fort Collins-Loveland Water District serves over 60,000 customers across parts of Fort Collins, Loveland, Timnath, and Windsor. East Larimer County Water District (ELCO) covers a large stretch of the Fort Collins area northeast of downtown. The West Fort Collins Water District serves the foothills area around La Porte and west Fort Collins.

A building’s mailing address does not tell you which water provider serves it, and each of these districts runs its own cross-connection control program. Property managers with a single Fort Collins property often don’t realize this until a compliance notice arrives from a district they’ve never contacted before.

What Fort Collins Utilities Requires

For properties inside the city’s own service area, Fort Collins Utilities runs its cross-connection control program under Regulation 11.39. Commercial, industrial, multi-family, irrigation, and fire line services all require annual testing by a certified ABPA or ASSE tester. A newly installed assembly has to be tested within 48 hours of installation. If a survey turns up an unprotected cross-connection, the property has 60 days to install an approved backflow assembly. Questions go to the Cross-Connection Control office at [email protected] or 970-416-2249.

The other three districts run comparable programs, annual testing, certified testers, and their own compliance timelines, but each has its own office, its own forms, and its own enforcement approach. If your property is outside the city’s own service boundary, calling Fort Collins Utilities will not get your test on record with the district that actually governs your building.

Why This Matters More for a Fire Line

A fire sprinkler system’s backflow assembly is a high-hazard cross-connection regardless of which district you’re in, since the water sitting in the pipes can carry additives that make plain domestic-line rules insufficient. Colorado also requires the technician testing or repairing a fire line assembly to hold a Fire Suppression System Contractor - Backflow registration from the state, on top of the standard ABPA or ASSE certification. That requirement doesn’t change based on which water district you’re in, but the deadline and the office you report the result to absolutely does.

What to Do If You Don’t Know Your Provider

If you manage a property in Fort Collins and aren’t certain which district serves it, check your water bill first, the provider name is right at the top. If you can’t find a recent bill, Larimer County publishes a utility service provider list that can help you narrow it down, or you can call Fort Collins Utilities directly and they can tell you whether your address falls inside or outside city service.

What This Means for Your Building

Before you schedule your next fire line backflow test in Fort Collins, confirm which water district actually has jurisdiction over your property. Testing on time with the wrong office on file does not satisfy the requirement, and the correction usually means retesting and resubmitting under time pressure.

Elevation Fire Protection tests and reports backflow assemblies on fire sprinkler systems throughout Fort Collins and the surrounding water districts, and we can help confirm which program governs your property before you schedule anything.
